To actually view the files you'll need a program like Gimp or a DDS file viewer to look at the texture file and compare it to others. I've combined them all into packages that I load in FOMM, so I can get easy install/uninstall of the texture mods without any headaches. I personally go through texture packs from both Fallout 3 and New Vegas to find textures that I like that might be different, where a mod author uploaded to one, but not the other. For that you'd need a clutter texture pack, of which there are several on the Nexus sites. NMCs Texture Pack covers pretty much all the world content (walls, signs, rocks, trees, roads, containers, etc) but doesn't touch smaller stuff like toasters and other miscellaneous items. I don't think there is a complete texture overhaul for everything.
